Mr. Pazan returns to private practice at Barket Epstein Kearon Aldea & LoTurco, LLP after 10 years working with the U.S. Department of State and the U.S. Citizenship & Immigration Service (USCIS) overseas and in Washington, D.C., where he served as an Adjudications Officer in USCIS’s Investor Program Office. In that capacity, he decided over 500 individual I-526 petitions, evaluating both the source of funds, as well as project issues. He worked on project issues affecting more than 20 different Regional Centers and issued hundreds of Requests for Evidence, Notices of Intent to Deny, and Denial decisions. In addition, he decided multiple I-290B applications for the Service.

Prior to his EB5 function at USCIS, Mr. Pazan dispensed the visa function as a Consul with the US Department of State. He adjudicated thousands of immigrant as well as non-immigrant visas in multiple classes, including E “Treaty Trader” and L visas. His language ability allowed him to conduct consular interviews in Spanish, Ukrainian, Polish and Russian in Warsaw, Kiev, Bogota, and Santiago. In Warsaw, he was the Chief of the American Citizen Services Section, where he was the embassy’s passport and citizenship adjudications officer. As such, he adjudicated citizenship applications on a daily basis (passports, CRBAs).

Before his government service, Mr. Pazan had 20 years’ experience as a commercial litigation attorney. In that capacity, he reviewed financials, business plans, tax documents, and personal service and employment contracts. His legal career began as an Assistant District Attorney in Nassau County, NY. He has tried several dozen civil and criminal jury and bench trials.
